Which Foreign Licences Convert to Vietnamese? Three Licence Conditions

“Can my country’s licence be converted to a Vietnamese one?” — there is no whitelist/blacklist of countries. Vietnamese law does not list “which countries qualify”; instead it sets conditions on your licence itself. Understanding them saves wasted translation and notarisation on an unqualified licence.

Three conditions your foreign licence must meet

  • Valid: the foreign licence must be in force at conversion time. Expired — even by a day — means no conversion; re-test instead.
  • Issued by a competent authority: genuine, issued by the competent state authority of the issuing country. Fake, bought or obscure licences are refused and may be penalised.
  • Matching vehicle class: the foreign class must correspond to the Vietnamese class sought. An automatic-only car licence converts to a correspondingly restricted Vietnamese licence.

Plus your residence status: a visa/TRC valid 90+ days (or permanent residence). Your nationality is not a criterion — American, French and Japanese licences convert alike if the licence qualifies.

Common special cases

  • IDP international permits: an IDP is not a national licence — it cannot be converted. Conversion needs the original national licence.
  • Non-English licences: convertible, but the certified translation must render every class precisely — choose an experienced driving-licence translator.
  • Unclassed motorcycle licences: the authority maps an equivalent class per regulations; hard cases may face extra verification.

FAQs

Can Taiwanese or Hong Kong licences convert?

Yes, if the three conditions are met — the law examines the licence, not diplomatic relations. Note the legalisation/translation specifics for these territories’ documents.

A licence issued 1 month ago — convertible?

Yes, if valid. No minimum holding period is required — though authenticity doubts may trigger verification.

Must I re-test theory for conversion?

No. Foreign-to-Vietnamese conversion is test-exempt for both theory and practice — that is the point of “conversion”. Only unqualified/expired licences require re-testing.
