Can Foreigners Work as Tour Guides in Vietnam?

Tour guide flag — can foreigners work as tour guides in Vietnam

Many foreigners living in Vietnam — especially fluent English or Chinese speakers — ask: can I work as a tour guide here? Under current law, the answer is no: obtaining a tour guide card requires Vietnamese nationality. This article explains the legal basis and the alternative career options available in the tourism sector.

1. The answer: foreigners cannot work as tour guides

Under Point a, Clause 1, Article 59 of Tourism Law 09/2017/QH14, one condition for a domestic tour guide card is that the applicant must “hold Vietnamese nationality and permanently reside in Vietnam”.

The conditions for international and site-specific tour guide cards cross-reference this same nationality requirement. The direct consequence: a person without Vietnamese nationality is ineligible for a tour guide card — and without a card, guiding is not permitted.

2. Guiding requires a card (Article 58, Tourism Law)

The law provides three card types — international, domestic, and site-specific — each valid for 05 years. Anyone practicing as a guide — directly presenting, narrating, and leading sightseeing groups — must hold a valid card matching their scope of practice. Guiding without a card is an administrative violation in tourism.

3. WTO commitment: guides in foreign-invested enterprises must be Vietnamese citizens

In its tourism services commitment (CPC 7471), Vietnam maintains the requirement that tour guides working in foreign-invested enterprises must be Vietnamese citizens. Even where the travel company is foreign-established, the guiding team must be Vietnamese.

4. What can foreigners still do in tourism?

The negative conclusion covers only the tour guide position — foreigners may lawfully work in tourism in roles with no nationality requirement, for example:

  • Tour operation and tourism product design;
  • Management and business-director roles at travel companies (subject to work-permit requirements);
  • Interpreters or cultural advisors accompanying groups — in a support role, not as the official guide.

Mind the boundary: a foreigner accompanying a group as an “interpreter” while performing the full narration and leading duties of a guide may still be treated as unlicensed guiding.

5. What about dual nationals?

Point a, Clause 1, Article 59 requires “Vietnamese nationality” — on a literal reading, a person holding Vietnamese nationality (including lawfully recognized multiple nationalities) meets this condition. However, practical application in card issuance needs to be checked against the Nationality Law and the licensing authority’s guidance. This remains uncertain — affected individuals should consult the competent authority or a lawyer directly before applying.

6. Recommendations

  • Foreigners: do not accept paid guiding assignments — administrative penalties fall on both the guide and the organizing entity;
  • Travel companies: audit the nationality of the entire guiding team, especially when hiring bilingual staff for international groups;
  • Foreign investors: when setting up a travel company in Vietnam, the guide staffing plan must be 100% Vietnamese citizens.

7. Frequently asked questions

Can a foreigner with another country’s guide license lead tours in Vietnam?

No. Only tour guide cards issued by Vietnam’s competent authority authorize guiding in Vietnam — and foreigners are ineligible for such cards.

What about a foreign “tour leader” for groups from their own country?

A tour leader managing the group is not the same as a guide; but if that person directly narrates and presents destinations in Vietnam, they fall within the scope of guide regulations.

What are the full conditions for a guide card?

Beyond Vietnamese nationality and permanent residence (Point a, Clause 1, Article 59), there are requirements on qualifications, foreign languages, health, and disqualifying circumstances — see the full text of Article 59.
